There was Elena Kagan, in her trademark suit, having dinner at Estadio last week, on just the third night this instantly fashionable restaurant on the city’s hottest new restaurant row — 14th Street Northwest — was open. A few weeks before, Kagan was spotted at Ris, already named the best new restaurant in town by Washingtonian magazine.
