The White House on Sunday provided reporters with behind-the-scenes information about President Barack Obama’s involvement in Sunday’s State Department warning to Americans traveling in Europe that “Al-Qaeda and affiliated organizations continue to plan terrorist attacks.”
White House Assistant Press Secretary Nicholas Shapiro said in an e-mail to reporters: “The President has been following the threat information on a daily basis and was informed on the travel alert throughout. From the day we became aware of this latest plot, the President made clear we need to do everything possible to disrupt this plot and protect the American people. Whether the State Department issues a travel alert is the decision of the State Department but this alert is responsive to the President's direction that we spare no effort."

A senior administration official said: “The President had meetings on this with his national security team on Friday night and Saturday morning and was briefed again this morning. Also, last evening, [new chief of staff] Pete Rouse chaired a conference call with relevant cabinet secretaries and national security principals where [White House terrorism adviser] John Brennan gave an update on the threat and [Secretary of State Hillary] Clinton briefed on the State Department's action on the alert. …
“[J]ust like the United States, European nations are also updating the advice and guidance that they provide to their citizens in light of the increased concern about the potential for terrorist attacks as we are all in sync both in terms of our assessment of the threat as well as our shared conviction that governments have an obligation to keep their citizens informed of terrorist threats.”
